Role: Lead Community Development Specialist
Our principal spent four years at ICF Incorporated, one of HUD's premier federal technical assistance primes, as a Lead Community Development Specialist covering the full spectrum of HUD CPD programs. Her work at ICF included curriculum development and training delivery across Section 3, Environmental Review, CDBG, CDBG-CV, HOME, HOME-ARP, Davis-Bacon, and IDIS. She delivered more than 20 Section 3 training sessions nationally to CPD grantees and subrecipient organizations and redesigned the Section 3 curriculum for that audience. She built IDIS training from scratch for the State of Nevada, developed the CDBG-CV training curriculum adopted by all TA firms working with HUD, and coordinated more than 10 in-person CDBG-CV training sessions nationally. She coordinated delivery of 17 HOME-ARP training sessions across the country over a two week period while simultaneously delivering that training herself in Atlanta, Chicago, and Puerto Rico. She moderated a national virtual conference on Section 3 compliance, served on HUD's AAQ desk responding to complex CPD compliance questions on behalf of HUD, and created the HOME-ARP compliance guidance for elected officials featured on the White House website and distributed to all 651 participating jurisdictions nationally. She also led development of the program administration plan for Guam's CDBG-DR grant and managed Moving to Work cohort onboarding and peer learning communities for HUD's Office of Policy Development and Research, overseeing an $800,000 program budget.

Role: HOME Compliance and IDIS Training Specialist, delivered through ICF Incorporated
The State of Nevada's HOME program received a week-long on-site compliance wellness assessment delivered by an ICF Incorporated team including our principal, providing regulatory review, file analysis, gap identification, and remediation guidance for state program staff. Our principal also created and delivered comprehensive IDIS training for Nevada state staff in both 2023 and 2024, building the curriculum from scratch and tailoring it specifically to the state's program needs and workflows.

Role: Cohort Launch Manager, delivered through ICF Incorporated
HUD's Office of Policy Development and Research engaged ICF Incorporated to manage the launch of new Moving to Work cohorts. Our principal served as Cohort Launch Manager, overseeing onboarding webinars, training video development, and the MTW Colleague Connections peer learning community, a community of practice bringing together Moving to Work agencies to share implementation experiences and solutions. She oversaw an $800,000 program budget across cohort launch activities including curriculum design, peer learning infrastructure, and training delivery.

Santee-Lynches Community Development Corporation
Role: Compliance Officer, Licensed Property Manager, and HUD Housing Counselor
Our principal built her foundational compliance career at Santee-Lynches CDC, one of South Carolina's leading nonprofit affordable housing development organizations. She served as Compliance Officer overseeing all compliance functions for more than 100 affordable housing properties, managed a team of property managers operating throughout the state, and held a South Carolina property management license. She also served as a HUD-certified housing counselor and oversaw the organization's housing counseling program. She completed 15 to 20 Part 58 environmental reviews for Santee-Lynches over several years spanning her tenure and continuing as an independent consultant afterward, covering housing rehabilitation projects requiring CESTs and program management activities requiring CENSTs. Santee-Lynches CDC is a multimillion dollar nonprofit affordable housing developer that has operated continuously for more than 25 years in Sumter, South Carolina.
